After initial data-based individualization (DBI) implementation, schools and districts need to own the work and deliver ongoing support, including supports for new teachers within existing budgets and staff time. Planning for sustainability upfront can help district leaders to streamline their implementation efforts. In New York City, Jason Borges and Meghan Duffy from the New York City Department of Education have found several successful strategies for DBI implementation that have helped make DBI self-sustaining. Washington's Intensive Intervention Implementation Story To best support this work at the local level, state agency staff at OSPI undertook a year of internal skill-building work related to their personal knowledge related to intensive intervention in academics and behavior. Once a foundation was built, OSPI, NCII, and the Central Valley School District (CVSD) partnered to conduct a two-year (2018-2019 and 2019-2020) training series focused on implementation of data-based individualization (DBI) across the district. The training series began with CVSD district leaders coordinating with schools to construct teams of educators who would attend the training series. Teams from eight participating elementary schools included multidisciplinary staff representative of building principals, school psychologists, special education teachers, interventionists, reading specialists, and general education teachers.

Research indicates that for successful implementation to occur, it is important to look at not only what is being implemented but how it is implemented. Implementing DBI often necessitates that educators make school-wide instructional adaptations, engage in systematic data analysis, and conduct individualized student-level decisions at levels that task the bandwidth of resources, staffing, and budgets of many schools. Assessing readiness from multiple stakeholders with different perspectives prior to implementation allows educators across many levels (schools, districts, and states) to prioritize areas for their initial efforts and then slowly use the momentum to build capacity toward full implementation. The purpose of this implementation guide from the National Center for Systemic Improvement is to help practitioners systematically implement effective coaching practices. This guide outlines key questions to consider when using coaching as a pathway toward improving teaching and learning. Further, the guide specifies actions that should be taken to appropriately structure the system in which coaching occurs. Wyoming administrators, teachers, parents and students from Laramie County School District # 1 and preschool sites share how DBI implementation impacted teacher efficacy, team meetings, quality of services, student confidence, and state and local collaboration.
Wyoming's Intensive Intervention Implementation Story Beginning in 2016, the Wyoming Department of Education (WDE) begin initial implementation of data-based individualization (DBI). It started with four teachers and is now used by hundreds of educators across the state. To support its local educators, the WDE hosts a robust website of DBI resources and available professional learning, including online learning modules and onsite coaching. While the WDE used resources available through the National Center on Intensive Intervention (NCII) for several years and formally joined the NCII as partner in 2020. The impact of the WDE’s DBI work is seen in its increasing state performance data for students with disabilities and the existing infrastructure developed to sustain supports for local educators implementing of DBI.
