In this Voices from the Field piece, the National Center on Intensive Intervention (NCII) talks with Kaylan Connally from the Council of Chief State School Officers (CCSSO) to learn more about the Advancing Inclusive Principal Leadership (AIPL) State Initiative, which is a collaborative state effort to create and implement principal leadership plans focused on improving outcomes for every student, especially those with disabilities. She shares how the AIPL initiative can help states refine principal development supports to include an intentional focus on supporting the academic and social success of students with disabilities, including those in need of intensive intervention.

In this article, Dr. Carrie Thomas Beck from the Oregon Department of Education discusses the dyslexia law in Oregon, the role of intensive intervention in Oregon’s dyslexia initiative, and provides advice for states defining their dyslexia frameworks.
State education agencies (SEAs) have an important role in initiating, supporting, and sustaining district- and school-level implementation of intensive intervention for students with severe and persistent learning and behavior needs. This document outlines five recommendations offered by SEA personnel who successfully led DBI capacity-building efforts in their states.
This webinar challenges current thinking about how to set appropriately ambitious and measurable behavioral goals in light of the 2017 Endrew F. v. Douglas County School District decision by the United States Supreme Court. Dr. Teri A. Marx from the National Center on Intensive Intervention and the PROGRESS Center, as well as Dr. Faith G. Miller from the University of Minnesota—Twin Cities, share how to set ambitious behavioral goals for students by using a valid, reliable progress monitoring measure, and how to write measurable and realistic goals focused on the replacement behavior.

This Voices from the Field piece highlights how North Carolina, Oregon, Washington, and Texas have raised awareness, visibility, and statewide knowledge of data-based individualization (DBI) at statewide conferences through keynote speakers, workshops, breakout sessions, and facilitated team time.
Washington's Intensive Intervention Implementation Story To best support this work at the local level, state agency staff at OSPI undertook a year of internal skill-building work related to their personal knowledge related to intensive intervention in academics and behavior. Once a foundation was built, OSPI, NCII, and the Central Valley School District (CVSD) partnered to conduct a two-year (2018-2019 and 2019-2020) training series focused on implementation of data-based individualization (DBI) across the district. The training series began with CVSD district leaders coordinating with schools to construct teams of educators who would attend the training series. Teams from eight participating elementary schools included multidisciplinary staff representative of building principals, school psychologists, special education teachers, interventionists, reading specialists, and general education teachers.
Rhode Island's Intensive Intervention Implementation Story Since 2012, RIDE has learned alongside local education agency personnel (at both district and school levels) about what it takes to implement data-based individualization (DBI) within a multi-tiered system of supports (MTSS). Early on in the work, two LEAs were deeply engaged in DBI implementation: Bristol Warren Regional School District and Coventry School District. After witnessing positive student outcomes for learners with severe and persistent academic and/or behavioral needs through DBI implementation, RIDE opted to invest more deeply in scaling both MTSS and DBI through the following initiatives: State Systemic Improvement Plan and BRIDGE-RI (the Home of MTSS in Rhode Island).
On May 8, 2019, Drs. Mitch Yell, David Bateman, Tessie Bailey and Teri Marx presented Recommendations and Resources for Preparing Educators in the Endrew Era. In this webinar, Drs. Yell and Bateman draw on their recent article Free Appropriate Public Education and Endrew F. v. Douglas County School System (2017): Implications for Personnel Preparation in Teacher Education and Special Education. They provide an overview of Endrew’s impact on individualized instruction for students with disabilities and share six recommendations for preparing educators to meet the clarified requirements under Endrew. Drs. Tessie Bailey and Teri Marx, experts from the National Center on Intensive Intervention, illustrate how NCII resources and technical assistance supports can assist states, local agencies, and educators to address these recommendations and improve design and delivery of individualized instruction in academics and behavior.
Research indicates that for successful implementation to occur, it is important to look at not only what is being implemented but how it is implemented. Implementing DBI often necessitates that educators make school-wide instructional adaptations, engage in systematic data analysis, and conduct individualized student-level decisions at levels that task the bandwidth of resources, staffing, and budgets of many schools. Assessing readiness from multiple stakeholders with different perspectives prior to implementation allows educators across many levels (schools, districts, and states) to prioritize areas for their initial efforts and then slowly use the momentum to build capacity toward full implementation.
